NOTE: "To be Speaker of the House means you're third in line to be President. It means you have access to all the National Security. It means you have responsibility for the safety of the country." (~2:30)

The briefings in question were in 2002. Nancy Pelosi was not Speaker of the House at that time.

Successful hoaxing online

Salon has for the last few weeks run a hoax that a 'Republican working anonymously' is writing posts. Apparently, the readers, or at least those who comment/respond to the postings, have not realized (or at least have not mentioned) that the writing is clearly bogus. Though the column does present 'apologetics' for the Right Wing, the writer's style and language is enough to make a careful reader realize it's fake.

Check out the series.

Primary Source:
Amendment

Neocons are blaming Sen. Chris Dodd for 'allowing' the obscene Bonuses to recipients of Bailout Money. Check this:
SEC. 6006. REVIEW OF PRIOR PAYMENTS TO EXECUTIVES.

(a) In General.--The Secretary shall review bonuses, retention awards, and other compensation paid to employees of each entity receiving TARP assistance before the date of enactment of this Act to determine whether any such payments were excessive, inconsistent with the purposes of this Act or the TARP, or otherwise contrary to the public interest.
